International contractors are holding talks over forming groups to bid for this proposed refinery, following a two-month extension to the bid deadline. Several companies have entered talks over executing the EPC contract, which is considered too large for individual companies to undertake. South Korean firms Hyundai Engineering & Construction and GS Engineering & Construction are expected to form one bidding group, with Italy's Saipem and Japan's Chiyoda Corporation to lead another consortium. France's Technip, US' Bechtel and Japan's JGC Corporation are also in talks over forming a group to bid. Technical bids had been due on October 15, 2008, but the deadline has now been put back to December 15, 2008. The deadline for submission of commercial bids has been extended by two months from the previous deadline of January 21, 2009.
